Taxes : Opposes state income or sales tax.

Health Care : Created the Citizens Health Initiative to bring together people from across New Hampshire to meet his goals of ensuring that in 10 years New Hampshire will still be one of the healthiest states in the nation and is working on developing criteria to evaluate and monitor the quality of care; reducing medical errors and duplication through electronic medical records; and making it easier for people to get information about health care quality and costs. Signed a law that gives New Hampshire women access to emergency contraception without a prescription.

Education : Proposed legislation that would require young people to stay in school until age 18 or when they receive their high school diploma, rather than dropping out at 16 and proposes more alternatives, including night school, internships, and vocational education.

Environment : Joined seven other northeastern Governors in signing an agreement to reduce regional greenhouse gases by 10 percent by 2019 in order to combat climate change. Needs to be approved by New Hampshire Legislature.
